Ако съобщението е това "card declined by the issuer". Направи това:
Go to www.paypal.comand log in to your account.
Click 'Profile' near the top of the page.
Click 'My money.'
Click 'Currencies' beside PayPal balance.
Enter the amount you want to convert under 'Currency Exchange.'
Select the currency to convert the funds from.
Select the currency to convert the funds to.
Click 'Calculate' to see the currency conversion.
Click 'Continue' to review.
Click 'Exchange Currency' to validate the transfer.
Go to www.paypal.comand log in to your account.
Click 'Profile' near the top of the page.
Click 'My money.'
Click 'Currencies' beside PayPal balance.

Можете ли да ми кажете като влезнете на Add/Edit Credit Card и излезе информацията за картата ви, най-долното поле "Enter your CSC" пише ли нещо?
Аз го въвеждах 4 пъти онзи 3 цифрен код от гърба на картата, и след това като влезна на едит, всички други данни си стоят, а това поле е празно?
П.С. сега видях, че като въведа този код ми пише - The bank that issued your card didn't approve this transaction. Please contact the card issuer.s customer service department if you have any questions. Or you can add a different card now to continue. (Но това мисля че е защото вече нямам пари в картата, предните пъти като въвеждах този код ми зимаше по 1 долар, сега нямам и ми излиза това съобщение. А едно на ръка, че картата ми е дебитна не кредитна.)
